Master Sergeant Fernando Manuel Silva was born on February 5, 1965 in Portugal to Jose da Silva and Maria da Silva. Hegraduated from the public schools in Rhode Island and later attended college in Rhode Island. 

MSG Fernando Silva enlisted in the United States Coast Guard for six years and later enlisted in the United States Army for fifteen years. MSG Silva had two deployments to Iraq, three deployments to Afghanistan, and one deployment to Korea.MSG Silva received the following medals and/or awards Bronze Star Medal, Meritorious Medal, Army Commendation Medal, Army Achievement Medal, Joint Meritorious Unit Award, Meritorious Unit Commendation, USCG Unit Commendation, USA/USAF Presidential Unit Citation, Valorous Unit Award, Army Good Conduct Medal, USCG Good Conduct Medal, National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, Afghanistan Campaign Medal with 2 Campaign Stars, Iraq Campaign Medal with Campaign Star, Non Commissioned Officer Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon, USCG Sea Service Ribbon, USCG Special Operations Service Ribbon, NATO Medal, Combat Action Badge, The Honorable Order of Saint Martin, Driver and Mechanic Badge with Driver Wheeled Vehicle. 

MSG Fernando Silva was united in holy matrimony to the love of his life Deborah (McNeil) Silva on August 18, 2006.

McNeil of Walterboro, SC; siblings, Delia da Costa (Joe) of Providence, RI, Carlos da Silva of Texas, and Joao da Silva(Sarina) of Merrimack, NH; brothers-in-law, William M. Middleton of Greenville, SC, Arthur L. McNeil of Fayetteville, NC, Omega L. McNeil of Walterboro, SC, Reginald J.
